If you have a JPEG image file that you would like to save as an MVI file, you can convert it in a few simple steps. Understand that .jpg is a file extension for a still image, while .mvi is a file extension for a small movie or a clip of moving images.
Open your JPEG image file in Microsoft Office Picture Manager. To do this, open the folder where your image is saved. Scroll through the folder and right-click on the image you would like to convert to a movie file. Hover over "Open With..." and click on "Microsoft Office Picture Manager."
Click on "File" in the top toolbar of Microsoft Office Picture Manager. Then click "Save As." The box labelled "Save As Type" should be marked as "JPEG File Interchange Format." This format will allow you to use the image in a variety of ways, such as in a small movie file.

Open Windows Live Movie Maker on your Start menu. If you do not have this program installed on your computer, you can download it for free. See Resources.
Import photos into the movie maker. You will see a page that reads "New photos and videos were found." Select "Import all new items now." Save your image or images with a file name. Click "Import."
