Before painting, it is important to prepare the surface. Simply painting over some blemishes will hide them, but it will not hide marks from felt-tip pens. A felt-tip pen mark will bleed through the new paint and become visible once the paint dries. Before painting any surface with this type of mark, take a few simple steps to prepare the surface and save time and money.

Apply a thick layer of paste-style toothpaste over the felt-tip pen mark. Leave the paste for 30 minutes.
Wet a sponge, and scrub the toothpaste into the spot. Wipe away the toothpaste reside, and rinse the surface. Allow the spot to dry.
Apply surface primer with a paintbrush to seal any residual ink from the pen. Allow the primer to dry before covering with the desired paint colour.
WARNING
Gel-type toothpaste will not work to remove the stain.
